COVID-19 Precautionary Measures in Myanmar (12 December Update)

Can a resident enter the country?

  • Yes

  • Citizens and residents are allowed to enter.

Can a foreigner enter the country?

  • No with exceptions

  • The Government of Myanmar has temporarily halted the entry of foreign nationals. At present travellers with an eVisa are only permitted to enter via specific ports.

  • Authorities can offer business visas to foreign nationals with a compelling case. The traveller or employer must justify the travel at the nearest Myanmar Embassy and obtain permission.

Is a test required on arrival?

  • No

  • All arrivals will go through health screenings.

Is a test certificate allowed?

  • Yes

  • Test certificates obtained outside of Myanmar are accepted.

Test certificate required?

  • Yes

  • All arriving passengers are required to present a certificate for a COVID-19 negative test no more than 72 hours prior to the date of travel.

Is quarantine required on arrival?

  • Yes

  • Anyone arriving in Myanmar will be subject to a 28-day quarantine (21 days in a government facility and 7 days at home). Foreign nationals can contact their nearest Myanmar Embassy and request permission for a shorter quarantine period.

Airline restrictions

  • Significant

  • All international commercial passenger flights are suspended until at least 31 December.

  • Domestic flights are suspended until 15 December.

  • Flights for cargo, medical, and relief purposes are exempted. The crew is subject to quarantine until their departure flight.

Border restrictions

  • Significant

  • All land borders are closed. Travellers from China are allowed to enter the country for business purposes.

  • Cross-border cargo shipment has resumed between Myanmar and Thailand.

Curfew restrictions

  • Significant

  • The government has extended the preventative measures in place until 15 December.

  • A curfew from midnight to 04:00 (local time) is in effect nationwide.

  • A curfew has been imposed in Yangon from 23:00 to 4:00 (local time).

  • A curfew has been imposed in Rakhine State from 21:00 to 4:00 (local time).

  • The government has imposed stay-at-home orders, which may vary among townships. Stay-at-home orders, curfews, and other restrictions may be imposed or changed with little notice.

  • Stay at home orders have been imposed for Yangon (except for Coco island), Thingangyun, Insein, North Okkalapa, Thaketa, Hlaing, Pazundaung, Mingalardon, South Okkalapa, Tarmwe, Mayangone, Kamayut, North Dagon Myothit, Hlaing Tharyar, Sanchaung, Botahtaung, Mingalar Taung Nyunt, South Dagon Myothit, Yankin, Dagon, Kyimyindaing, Kyauktada, East Dagon Myothit, Ahlone, Bahan, Dagon Seikkan, Dawbon, Lanmadaw, and Hlegu.

Social distancing restrictions

  • Moderate

  • A maximum of 30 people can gather in one place.

  • Wearing a mask is mandatory in a number of regions throughout the country.

Internal travel restrictions

  • Moderate

  • A limited number of inter-province bus services are operating.

  • Train services have resumed on a limited basis.

  • Cars belonging to residents are allowed to have only two passengers.

  • Returning residents of Nay Pyi Taw are subject to a seven-day quarantine upon arrival and two swab tests on day two and day five of the quarantine. Non-residents of Nay Pyi Taw coming to Nay Pyi Taw have to a two-day quarantine and a swab test on day two. Only if the test is negative will the visitor be allowed to visit their intended destination.

Non-essential shops open?

  • Yes with exceptions

  • Some shops have reopened with temperature checks and social distancing measures in place. Some shopping centres may require customers to register their details upon entry.

Accommodations open?

  • Yes

  • Some hotels have reopened, however, many tourist resorts remain closed. There have been reports that some local authorities are carrying out checks to make sure all foreign tourists are staying in registered hotels and guest houses, not in private apartments. If you are on a tourist visa and are not currently staying in a registered hotel or guest house, you should move into one. This is a requirement under Myanmar law and is a condition of your visa.

Restaurants are open?

  • Some restaurants have reopened with strict social distancing measures and temperature checks.

Bars and cafes are open?

  • Yes with exceptions

  • Some bars and cafes have reopened with strict social distancing measures and temperature checks.

Tourism and beaches are open?

  • Yes with exceptions

  • Domestic tourism is resuming gradually.

  • Tourism for foreigners is banned.

Places of worship open?

  • No

  • Religious institutions are closed.

Masks required in public?

  • Yes

  • Wearing a mask is mandatory in a number of regions throughout the country.

Others

  • The government imposed a nationwide ban on gatherings or events of 30 or more people. Exceptions to the ban include work commutes for public servants, corporate employees, and factory workers; medical emergencies; shopping at permitted markets; delivery of goods; employment activities; public, private, and monastic schools; holding meetings, discussions, and classes.
