COVID-19 Precautionary Measures in Sweden (25 November Update)

Can a resident enter the country?

  • Yes

  • Citizens and residents can enter.

Can a foreigner enter the country?

  • No with exceptions

  • Sweden has extended the ban on entry of non-EU and non-EEA citizens until 22 December. Exceptions to this ban include:

  • Citizens and residents of the 27 countries of the European Union and Schengen area; citizens of Andorra, Monaco, San Marino, Switzerland, the Vatican City, Croatia, Bulgaria, Cyprus, Ireland (Rep.), Romania, Algeria, Australia, Georgia, Japan, Canada, Morocco, Montenegro, New Zealand, Rwanda, Serbia, South Korea, Thailand, Tunisia, Uruguay, and the United Kingdom.

  • Anyone who has a national visa for Sweden or a national visa valid longer than three months in another EEA State, Andorra, Monaco, San Marino, Switzerland or the Vatican City.

  • Students or others with an essential purpose or need in Sweden.

Is transit allowed through the country?

  • Yes

  • Transiting through Sweden is permitted.

Is a test required on arrival?

  • No with exceptions

  • Currently, there are no PCR or serology tests required. Health screening procedures are in place. However, anyone arriving in Sweden could be tested randomly on arrival.

Is quarantine required on arrival?

  • No with exceptions

  • Arrivals with positive test results will be quarantined for 14 days. No quarantine requirements are in place in general or if tests are negative.

Airline restrictions

  • Moderate

  • International commercial flights and domestic flights are operating at a reduced capacity.

Border restrictions

  • Moderate

  • Eligible travellers can enter Sweden via air, sea, or land borders.

  • Expired passports issued by Sweden will be accepted if the passport holder has a valid national card and a valid identification document form.

  • The Swedish government has extended its recommendation against non-essential travel outside of the EU until 21 January 2021.

  • Sweden authorities have extended its advisory to avoid non-essential travels to Estonia, Ireland and Latvia at least until at least 2 December.

Curfew restrictions

  • Minimal

  • There are no curfew measures in place at this time.

  • Travellers have been warned against unnecessary travel to Örebro, Stockholm, Uppsala, Jämtland, Jönköping, and Östergötland.

  • Several provinces including Dalarna, Kronoberg, Halland, Västmanland, Skåne, and Västra Götaland have been classified as risk zones.

  • In Stockholm, the measures listed below are in effect in these areas - Jönköping, Halland and Örebro (until 24 November), Södermanland and Kronoberg (until 26 November), Blekinge (until 30 November), Kalmar, Västerbotten and Norrbotten (until 8 December), Dalarna, Gotland, Värmland and Västmanland (until 10 December).

  • Avoid social contacts as well as any meetings, concerts, sports events, and any indoor establishments.

  • Avoid shopping centres, libraries, museums, gyms, and spas.

Social distancing restrictions

  • Moderate

  • Gatherings are limited to eight people only.

  • Any breach of this measure may lead to a fine or imprisonment up to six months.

  • Employers must ensure that staff and guests maintain adequate distance from one another.

  • People 70 years of age or above are advised to stay close to home.

Internal travel restrictions

  • Minimal

  • Public transport is operating on a limited scale.

  • Internal travel within Sweden is not restricted. However, residents of Västerbotten and Norrbotten are being urged to avoid inter/intra-county movement.

Non-essential shops open?

  • Yes with exceptions

  • Shops and shopping centres are open but with a limited number of customers and spaced seating.

  • Shopping centers, libraries remain closed in Dalarna, Kronoberg, Halland, Västmanland, Skåne, and Västra Götaland.

Accommodations open?

  • Yes

  • Accommodations are open in Sweden.

Restaurants open?

  • Yes with exceptions

  • Restaurants are open but with a limited number of customers and spaced seating. Restaurants selling alcohol must stop serving alcohol by 22:00 and must close by 22:30 (local time) from 20 November.

Bars and cafes open?

  • Yes with exceptions

  • Cafes and bars are open but with a limited number of customers and spaced seating. The sale of alcohol is restricted after 22:00 (local time) and the establishment must close by 22:30 from 20 November.

Personal care services open?

  • Yes with exceptions

  • Personal care services are open with reduced capacity.

  • Spas remain closed in Dalarna, Kronoberg, Halland, Västmanland, Skåne, and Västra Götaland.

  • Swimming pools and museums are closed in Stockholm and Malmö.

  • Gyms remain closed in Stockholm, Malmö, Dalarna, Kronoberg, Halland, Västmanland, Skåne, and Västra Götaland.

Museums and heritage sites open?

  • Yes with exceptions

  • Museums can open, however, some have limited hours.

  • Museums remain closed in Dalarna, Kronoberg, Halland, Västmanland, Skåne, and Västra Götaland.

Events Allowed?

  • Yes with exceptions

  • Meetings, concerts, sports events, and any other non-essential meetings remain suspended in Dalarna, Kronoberg, Halland, Västmanland, Skåne, and Västra Götaland.

Masks required in public?

  • No

  • Face masks are not required in public places.

Other

  • National parks are open.

  • Local sports teams are allowed to hold practice outside, but matches and competitions will remain suspended.

  • Some educational institutions are open

  • Theatres can open but some have limited hours.

  • Gyms remain closed in Dalarna, Kronoberg, Halland, Västmanland, Skåne, and Västra Götaland.
